John M. Jelavich has been the President and Chief Executive Officer of River Valley Community Bank since 2014. John, a native of Yuba City, graduated from California Polytechnic State University in San Luis Obispo with a B.S. in Finance. He spent 22 years with The PMI Group, a provider of credit enhancement to facilitate mortgage lending and securitization. At PMI, Mr. Jelavich served in numerous senior level finance, operations, credit risk management, and loss mitigation capacities. In July 2010, he and his family relocated from the San Francisco Bay Area back to Yuba City when he joined the Bank. In July 2012, he earned his graduate banking degree from the Graduate School of Banking at Colorado, University of Colorado in Boulder.

Harry J. Cheim is a director of the Bank and resides in Yuba City, California. Since 1986, Mr. Cheim has served as the President of Union Lumber Company of Marysville. From 2004 to 2005, he served as a member of the Advisory Board of Humboldt Bank and Umpqua Bank. Mr. Cheim earned his B.S. in Business Management from the University of Wyoming.

Mr. Raber is a Certified Public Accountant and retired in early 2017 as an audit partner of Crowe Horwath LLP and its predecessor in Sacramento, Perry-Smith LLP. Mr. Raber joined Perry-Smith in 2000 and had been a partner since 2001. He led Crowe's Northern California Bank Audit practice since the firms merged in 2011. Mr. Raber brings a deep knowledge of financial institutions to the board in the areas of financial management and internal controls and is actively involved in trade groups focusing on the community banking industry. Mr. Raber earned his B.A. in Economics from the University of California, Berkeley.

Mr. Thiara is a Board Member at Sunsweet Growers where he served as Chairman for 17 years. Mr. Thiara earned his B.S. in Agricultural Economics from California State University, Fresno and an M.B.A. from Santa Clara University and completed the Executive Education Program of Harvard University in Cambridge, Massachusetts.

Nicole Montna Van Vleck is a director of the Bank and resides in Northern Nevada. Ms. Van Vleck is the President and Chief Executive Officer of family owned and operated Montna Farms, in Yuba City, California. Montna Farms is a major grower of Japanese short grain specialty rice as well as a leader in working lands conservation. She is a third-generation rice farmer born and raised in Sutter County. She serves on numerous state and national associations as an advocate for the state's farmers for which she has been recognized with several awards such as the Sacramento Business Journal's Women Who Mean Business and USA Rice Farmer of the Year. She is a graduate of the California Agricultural and USA Rice Leadership Programs as well as a regular participant in the UC Davis California Agribusiness Executive Seminar. Van Vleck earned her B.A. in Political Science with an emphasis in business administration from the University of California at Los Angeles.
Michael C. Wheeler is a director of the Bank and resides in Live Oak, California. Since 1973, Mr. Wheeler has been the General Manager, President and Chief Executive Officer of Wheeler Oldsmobile-Cadillac dba Wheeler Chevrolet Cadillac Mazda in Yuba City, California. During that same time period, he has served as the General Manager of Yuba Sutter Car Wash also located in Yuba City, California. In 1975, Mr. Wheeler was a founding member of California Independent Bancorp and Feather River State Bank. From 1975 through 2004, he served on the board of directors of both entities and all related committees. Mr. Wheeler was the Chairman of Feather River State Bank from 1988 to 1993. Mr. Wheeler earned both his B.A. in Economics and M.B.A. from Stanford University.
